Woollahra Train Station Development

The NSW Government’s draft rezoning proposal for the Edgecliff–Woollahra precinct is now on public exhibition until 5pm Wednesday 7 October 2026. This is the community’s formal opportunity to comment before the proposal is finalised. Allegra encourages every resident and business affected to make a submission and to take part in the consultation sessions below.

Allegra has made a submission to the Department of Planning, Housing and Infrastructure. Consistent with the position she has held since the proposal was announced, she supports more well-located housing near transport and the completion of the long-dormant Woollahra station, but her submission presses the Government on the detail — the evidence base for the dwelling numbers, whether the funding model and delivery assumptions stack up, infrastructure, heritage and character, affordable housing, and genuine consultation. A summary of her position is below.


What is proposed

On 24 August 2025 the NSW Government announced it would complete the partially built Woollahra train station (first started in the 1970s) and undertake a State-led rezoning of land around the new Woollahra station and the existing Edgecliff station.

On 8 September 2026 the Department released its detailed draft proposal (an Explanation of Intended Effect) for public exhibition. In summary, the proposal:

  • covers a 168-hectare precinct and would enable up to approximately 9,400 new homes (originally announced as up to 10,000) over roughly 20 years;
  • allows buildings of up to 34 storeys around Edgecliff station and up to 32 storeys around Woollahra station, with heights up to 121 metres on identified “Key Sites”;
  • concentrates growth around the stations, with around 40% of new homes within 200 metres of a station;
  • includes a 3% base affordable-housing contribution (rising to up to 15% on certain sites);
  • funds the station partly through “value capture” — a Transport Project Component of $15,000 per new dwelling (or $200 per square metre of new commercial floor space) within 800 metres of Woollahra station, plus uplift in land values;
  • proposes 7 new parks, around 9 kilometres of new walking and cycling connections, and about 1,000 new local jobs.
  • Once operational (targeted for 2029), the new station would connect to the Sydney CBD in about 8 minutes. The rezoning is expected to be finalised in 2027.

Woollahra Council’s alternative approach

On 12 August 2026, Woollahra Council released its own alternative approach for the precinct. Council’s plan accommodates up to 3,600 new dwellings — well below the Government’s figure — and is based on Council’s transport, economic-feasibility, social-infrastructure and urban-design studies.

Council argues its approach still delivers substantial housing growth while better protecting local infrastructure capacity, heritage (Council notes around 57% of the rezoning area sits within Heritage Conservation Areas), tree canopy, solar access and neighbourhood character. Council has also raised concerns about affordability, traffic, and the funding of the station and supporting infrastructure.

How to have your say

1. Make a submission (by 5pm, Saturday 31 October 2026)

Submissions are made through the NSW Planning Portal: Edgecliff–Woollahra Precinct — make a submission.

A submission can be as short or as detailed as you like. It helps to say whether you support or oppose the proposal (or parts of it), and why — for example your views on the number of homes, building heights, infrastructure, heritage, affordable housing, traffic, or open space.


2. Attend a Government drop-in session — The Lawns of Double Bay, 17–29 September 2026 - [Event Now closed]

The Department is holding drop-in sessions at The Lawns of Double Bay between 17 and 29 September 2026. Sessions are organised by area, so please register for the session covering where you live:

  • Edgecliff, Trumper Park and Plateau
  • Woollahra Centre, Cliff Edge North and Cliff Edge South

Where Allegra stands

Allegra supports building more homes close to public transport, jobs and services, and has said that areas like Woollahra and Edgecliff must play their part in addressing the housing shortage. She welcomes the completion of the Woollahra station.

Allegra has previously written to Planning and Public Spaces and met with Transport for NSW to press the Government on how the proposal is delivered. 

On 21 September 2026 Allegra wrote to the NSW Premier, the Hon. Chris Minns, to: 

  1. point out that the proposed scale - an almost unprecedented transformation of the area - is not merely an incremental change to planning controls. A longer exhibition period would be justified to allow residents, community groups, heritage bodies and local government to engage meaningfully with the proposal; and
  2. request a formal and substantive response to the alternative strategy put forward by Woollahra Council. Given the scale of the development, the NSW Government should explain clearly where and why its approach differs to the Council.
